Un día alguien que conocía la urgencia de Félix por los arquitectos, le presenta al cubano-americano Walter Betancourt Fernández, quien residía en Santiago de Cuba. Walter dice que él puede hacer lo que Félix Varona sueña y los dos sueñan juntos.
En el año 1964 el proyecto es presentado al gobierno de la entonces provincia de Oriente, en Santiago de Cuba. El gobierno asume la inversión a partir del 4 de mayo. Walter Betancourt y Félix Varona construyen uno de los más hermosos edificios de Cuba.
